These are brand new packaged at Winchester. I have not opened them yet but looking through the clear section on the front of the package you can clearly see some bent bullet openings. I do not know if this is from Winchester mailing them to the wholesaler or from the wholesaler mailing them to me. They are still useable since they will be resized anyway.
